The Engineering Manager Gap That UK Manufacturers Can No Longer Ignore

The IET's 2025 Skills Survey reveals 76% of UK engineering employers are struggling to recruit, with management-level roles hardest to fill. With 36% of the manufacturing workforce over 50, the leadership pipeline is under serious pressure. Three out of four UK engineering firms now say they cannot recruit the people they need most. At the management level, a single unfilled role can stall entire project teams.

The IET's 2025 UK Engineering and Technology Skills Survey, conducted with YouGov and covering more than 1,300 employers, put hard numbers behind what many hiring managers already suspected. But the findings point to something deeper than a short-term recruitment dip. They reveal a structural problem that is not going away.

We work with engineering employers across the UK, and the conversations have changed. Five years ago, hiring managers called us about design engineers and CNC machinists. Now the calls are about finding the person who can lead those engineers. The search for technical specialists continues, but the real bottleneck has moved upstream to management. It is a shift we have seen accelerate sharply in the past 18 months.

Why Are Three in Four Engineering Employers Struggling to Recruit?

According to the IET survey, 76% of engineering employers report difficulty recruiting for key roles. For the first time, specialist sustainability skills topped the list of hardest-to-find talent, with 30% of respondents naming this as their primary gap.

But the picture extends well beyond green skills.

Innovative thinking ranked as the most vital capability for future business growth, chosen by 42% of employers in the IET survey. Technical and engineering skills came in at 39%, alongside specialist digital skills at the same level. Employers no longer just want people who can do the work. They want people who can rethink it.

That is a management-level expectation.

When a business needs someone who blends technical depth with strategic thinking, communication, and team leadership, the candidate pool shrinks fast. Smaller firms outside London feel this most, because salary budgets rarely match what larger corporates can offer.

What Happens When Senior Engineers Leave Without Successors?

This question keeps getting more urgent. According to Make UK's Industrial Strategy Skills Commission, 36% of the UK manufacturing workforce is now over 50. Retirement rates are accelerating while the pipeline below is thinning. We are watching an entire generation of engineering leaders approach the exit with no clear replacements waiting.

Make UK also identified 55,000 long-term unfilled vacancies in manufacturing, costing an estimated £6 billion in lost output each year. Of those vacancies, 42% are now classified as skills-shortage roles, up from 29% in 2017.

The retirement wave hits hardest at the management tier.

When a senior production manager or operations director retires, they take decades of process knowledge, supplier relationships, and team-handling instincts with them. You cannot replace that by promoting a strong technician and hoping for the best. Structured handover and mentoring take time that most businesses never build into the plan. The gap shows up in missed production targets, slower decision-making, and teams that lose direction.

Succession planning feels like a corporate buzzword until the day your most experienced engineering leader hands in their notice. At that point it becomes the thing you wish you had started two years earlier.

How Can Smaller Manufacturers Compete for Engineering Leadership?

BAE Systems made headlines in 2025 with plans to recruit more than 2,400 apprentices, graduates, and undergraduates, according to The Manufacturer. Their total in training reached a record 6,500, roughly 15% of their UK workforce. That level of pipeline investment simply is not available to a mid-sized manufacturer in the Midlands or the North East. Smaller firms cannot compete on that scale. They need a different playbook.

But they do have advantages they tend to undervalue.

We see candidates choose a £62,000 role at a 200-person manufacturer over a £75,000 offer from a multinational. The reasons come up again and again. Shorter decision chains. Real influence over production outcomes. The chance to build something rather than maintain something.

For hiring managers asking how to hire an engineering manager UK businesses can keep, the answer often starts with the job spec itself. Too many descriptions list 15 essential criteria when the real job boils down to three or four core responsibilities. Candidates with real leadership experience can spot an unfocused brief instantly, and they move on.

Getting the Salary Number Right

According to Glassdoor, the average manufacturing engineering manager salary in the UK falls between £53,897 and £73,119 depending on experience and region.

Throwing money at the problem without fixing retention is expensive and circular. The IET survey found that 50% of employers cite lack of time as a barrier to developing their existing people. And 46% lose trained staff to competitors regardless of what was invested in their development.

Smart benchmarking means understanding your local market. A production manager in Sheffield is not competing with London rates. But they are competing with every other manufacturer within commuting distance. Getting the number right matters. So does getting everything around the number right, from flexible working to clear progression pathways. Employers who get both right attract candidates who stay.

Why the Apprenticeship Pipeline Matters for Future Leaders

Only 51% of engineering employers engage through apprenticeships, and 34% of large engineering businesses employ zero apprentices, according to EngineeringUK's analysis of the IET survey. Those numbers tell a story about the future, not just the present.

Make UK has reported a 42% decline in apprenticeship starts since the Apprenticeship Levy was introduced. A collapsing entry-level pipeline makes today's management crisis worse, because the people you would normally develop into future leaders are not entering the system in the same numbers. Without fresh talent coming in at the bottom, the leadership gap at the top only widens.

Fixing this is a long game.

But firms that invest in structured development programmes now will hold a genuine competitive advantage in five years.
